Lee W. Loving - Superintendent

Mr. Loving became the NSSD superintendent in July 2022. He has nearly 24 years of educational experience in Oregon with 19 of those in administrative capacities. He was most recently the principal of Ridgeview High School in Redmond and in 2019, was named the Oregon Secondary Principal of the Year. Some of his other roles span from high school athletics coach, Social Studies teacher, President of the Oregon Assoc. of Secondary School Administrators, Coalition of Oregon School Administrators Board Member and member of the Oregon AVID Principal’s Collaborative Leadership Committee.

Rhonda Allen - Director of Business & Fiscal Services

Rhonda became the NSSD Business Director in August 2022. She has been in school finance for 17 years, with 6 of those years as an administrator. Rhonda's Business Office experience began at Harrisburg School District, where she worked as a Business Office Clerk from 2005-2014. She then served Linn Benton Lincoln ESD from 2014-2022, beginning as a Fiscal Analyst 1 & 2 before becoming the Assistant Business Manager in 2016, and Deputy Business Manager in 2020. She also completed the New Business Manager Institute through OASBO in 2016. Rhonda holds a Bachelor of Arts in Social Science from Northwest Nazarene University.

Danielle Blackwell - Director of Human Resources

Dani began her career as a West Albany High School teacher for 13 years. She then served in the District Office in a variety of roles for years, including, Advanced Diploma Coordinator, Curriculum, Instruction, & Assessment Coordinator, and AVID District Director. She decided she wasn't entirely done serving kids day to day and, wanting to serve as a building principal, accepted the Principal position at Scio High School, where she has served since 2018. She holds a Master of Arts in Teaching from Oregon State University, her Initial Administrator License from Portland State, and her Professional Administrator License from Concordia, Chicago. 

Dani shared, "I am a lifelong learner and am excited to join the Oregon Schools Personnel Association (OSPA) to learn more about human resources.  I am also a member of the Coalition of School Administrators (COSA).  In my free time, I love to create (drawing, painting, baking, crocheting, screen printing, etc.).  I am also a lover of the outdoors and enjoy hiking, kayaking, camping, and riding our quads.  To say I am an animal lover is an understatement, with 4 dogs, 2 cats, several fish, 2 goats, 1 pig, and 1 tortoise. I am the proud owner of a useless farm!"

John Barnes - Director of Nutrition Services

Before coming to NSSD in June 2022. John worked as the Nutrition Services Manager at Willamette Valley Medical Center in McMinnville for 19 years from 2003-2022. Prior to that, he was a cook and shift supervisor at WVMC for 3 years from 2000-2003. He worked for two years as a cook/corrections officer at the Washington Corrections Center for Women from 1998-2000, and prior to that, worked as a chef and kitchen manager at restaurants around
the northwest.

He lives in McMinnville with his wife, Angie and daughter, Katie (who is a sophomore at MHS and on varsity Dance and Rugby) He also has three older boys, JT, Brian, and Jacob, all of whom were OSAA high school state wrestling champions! Brian wrestled for one season at University of Northern Colorado and three years at Oregon State and Jacob is just starting his second season wrestling at Oregon State.

In his spare time, he likes to raise and breed different species of tropical fish.

Dave Parsons - Director of Facilities

Dave joined the North Santiam School District in 2009 as Head Custodian at SHS, and later moved to the Assistant Facilities Director position before becoming Director of Facilities in 2020.  He received an AS degree in mechanical design from CCC in 1983.  Prior to his employment at NSSD he worked at Philips Products in Stayton for over 26 years as a lead person, supervisor, field service technician, and service manager.

He enjoys overseeing custodial and maintenance services, as it keeps him busy and the variety that comes with it always makes for an interesting day.  He sees the main goal in facilities is providing a clean, comfortable and safe environment, along with maintaining buildings and equipment, so teachers can focus on providing a quality education for our students.

 He lives in Stayton with his wife Donna, they enjoy traveling and visiting their grandkids, 3 local and 2 in North Carolina.  In his spare time, he enjoys working around the house, and playing in a local pool league.

Vicky Storey ~ Principal

Vicky Storey has been with the District since 1997. Vicky taught English at Stayton High for 17 years before moving to the District Office to become the Instructional Support Assistant Coordinator. In this role, she was also the District AVID Coordinator and Instructional Coach for teaching staff. She came back to Stayton High School in 2018 as Assistant Principal and assumed the role of Principal in 2021.

She loves interacting daily with students and cheering the Eagles on at events as often as possible. Vicky has a Bachelors degree in English from Western Oregon and a Masters in Teaching from there as well. She did her administrative work at George Fox University.

Michael Proctor ~ Principal

Michael Proctor joined the North Santiam School District in the fall of 2005 as a sixth grade teacher at Stayton Middle School. He started his administrative career in the fall of 2007 as Asst. Principal/Athletic Director at Stayton High school, a position he held until the spring of 2011. Mr. Proctor then came back to Stayton Intermediate/Middle School as Asst. Principal/Athletic Director for three years, from the fall of 2011 until the spring of 2014. In the fall of 2014, he became the Principal of Stayton Intermediate/Middle School. Mr. Proctor taught and coached for seventeen years prior to becoming an administrator. Prior to the North Santiam School District, Mr. Proctor worked for the Nestucca Valley School District on the Oregon Coast. He then spent seven years teaching and coaching in Page, Arizona. Upon returning to Oregon, he taught for four years in the Santiam Canyon School District. Mr. Proctor is a proud Veteran of the United States Army, serving for three years on active duty and seven years of National Guard and Reserve time. He grew up in Arlington, Oregon, a small town east of The Dalles right on the Columbia River. He is an avid golfer, playing every chance he gets. He and his wife, Darci, have two children, Brittney and Coby. He also has a son-in-law, Jacob. All three attended and graduated from Stayton High School.

Wendy Moore ~ Principal

Hello Stayton Community!

I am delighted to have served as the principal of Stayton Elementary School since 2013. I have been in the education field for more than two decades. I spent the first 12 of those years teaching mostly first and second grade at Miller Elementary School in Salem.  I also spent a year as their instructional coach. I gained a lot of experience and knowledge during my time as a teacher and now as a principal.  

My undergraduate degree in Liberal Arts was obtained from Simpson University as well as my fifth year teaching credential.  I obtained my Masters of Education in Education Administration from Concordia University. I am currently completing the coursework for my Continuing Administrative License there as well.    

I have been married since 1987, and have two grown daughters.  Our oldest daughter is employed as a middle school orchestra teacher.  Our youngest daughter is completing her degree at Portland State. I enjoy spending time with my family, playing games, watching movies and listening to live music.  When I am not spending time with my family, I enjoy spending time with friends and reading. My summers are spent traveling, as this is a love of mine. I look forward to a great school year here at Stayton Elementary!

Ryan Westenskow ~ Principal

Ryan joined North Santiam School District in the 2021-22 school year as principal at Sublimity School. Prior to joining NSSD he worked as a teacher, coach, and administrator for fifteen years, working with all grade levels K-12. He and his wife, Rosalie, have four children and currently live in Stayton.

Ryan is a native Oregonian who graduated from La Grande High School in 2000. After completing his undergraduate studies at BYU, he began his career as an educator teaching 8th grade social studies and math at Dixon Middle School in Provo, UT (2006-07). He and his wife, Rosalie, then moved back to Oregon and Ryan worked for two years at Sherman County Jr./Sr. High School. During that time, he taught social studies and coached basketball and tennis (2007-09). His family then moved to Western Oregon where Ryan spent five years teaching and coaching at JFK High School in Mt. Angel (2009-14). After finishing his administrator licensure, he worked as an assistant principal at Lincoln Middle School in Cottage Grove (2014-15), followed by six wonderful years as principal of Greenwood Elementary School in La Grande (2015-21).

Jeri Harbison ~ Principal

Growing up in a small town with lumber/paper as the primary industry impacted my love for the Lyons community. Having the great fortune to work with students with disabilities in high school influenced my decision to pursue a teaching degree in Special Education.  After graduating from St. Helens Senior High school, I went to Western Oregon State College in Monmouth, Oregon.  While at WOSC, I earned my Bachelor of Science degree in Elementary Education.

My daughter was born that same year.  As a single parent, I went to work as a house manager for a facility that supported adults with disabilities living in the community of Salem, Oregon.  Marriage took me to the Island of Guam.  There I taught first grade.  After the birth of my twin boys, I returned to Oregon.  While my family was growing, I worked as a substitute teacher and as a core instructor at MacLaren School for Boys in Woodburn, Oregon. 

In 1995, I became the Learning Resource Teacher at Mari-Linn School.  I knew right away this was my new home. My own children became Hornets and finished through the 8th grade at Mari-Linn School.  I truly believe that the foundation they received at Mari-Linn School helped contribute to their success as adults.  While teaching at Mari-Linn School, I earned my Masters of Science in Special Education.

Ten years ago, I was approached by the then Associate Superintendent to become the District Intervention Coach and Special Education Coordinator.  During that time, I completed my Initial Administrator's Licensure Program.  In 2009, I became the Principal of Mari-Linn School and the Special Education Director for North Santiam School District 29J. 

My free time is generally spent laughing with my family and watching my granddaughter, Willow, explore her world.  I enjoy being outside hiking, fishing, hunting, kayaking, and camping.

Being is this position has allowed me to pursue my lifelong goal to positively contribute to a community and society. I absolutely love watching all of our students at Mari-Linn School grow and learn.
